Starting August 1, 2025, cybersecurity isn’t voluntary—it’s a requirement for internet-connected radio equipment. The EN 18031 standard ensures devices are protected against cyber threats through three key assessments:

🔹 Conceptual Assessment – “Can my solutions be compliant?” Before testing anything, this step ensures that the security design rationale, security objectives, and documented solutions align with the standard’s security goals. It verifies that threats, risks, and security mechanisms are properly identified and justified. Think of it as creating a record of all locked doors and windows, along with the security features used.

🔹 Functional Completeness Assessment – “Did we include everything?” The next step ensures that all required security mechanisms (such as access controls, encryption, and authentication) are implemented and documented. It’s like double-checking that every door and window has a lock before testing if they work.

🔹 Functional Sufficiency Assessment – “Does it actually work?” Now, it’s time to test effectiveness. This step evaluates whether the implemented security features provide real protection against cyber threats. This includes penetration testing, cryptographic validation, and resilience checks. It’s like not just assuming a lock works, but actually testing if it holds up under an attempted break-in.
